Executive Session opened at 5:00 p.m.

The public meeting was called to order at 6:10 p.m.

I.      Presentation by Alex Middeleer regarding Natural Resource Inventory

Alex Middeleer presented a work proposal to the commission on developing a natural resource inventory for the Town.  He answered several questions and will submit a resume and meet with George Benson and Rob Sibley to discuss an internship to work on multiple projects for the town.

II.     Presentation by Michael Klein on Natural Resource Inventory

Mr. Michael Klein, Professional Wetland Soil Scientist with Environmental Planning Services, 89 Belknap Road in West Hartford CT was present to discuss the capabilities of his company in assisting with a natural resource inventory.  He distributed analysis that has been completed for Windsor Locks.  

It was noted that other commissions in the Town should be contacted for their input on this project as well.  Other candidates will be introduced at a later date.

V.      Old Business – Progress Reports and Updates

1.      Action on Recommendation to P&Z to Clarify Open Space Definition

        Planning & Zoning intends to place this item on their agenda on June 19th.  

2.      Open Space Purchase Discussion and Resolution as Appropriate.

        Tilson - Commissioner Wilson moved that the Conservation Commission reject Mr. Tilson’s offer to buy the Town open space parcel on Pearl Street.  Having walked and evaluated the property, the Conservation Commission takes the position that it is appropriate to maintain this parcel as open space for three reasons:  
        (1) It provides access to the trail, (2) In general, we believe that open space should be kept as open space, and (3) The $30,000 paid to the Town does not nearly offset the cost to the Town if another house is built as a result of the proposed sale.

        
        Potential Purchase 08-09.  Commissioners will walk and rate the property.  

7:30 p.m. Commission Ferguson Moved to go into Executive Session.  

3.      Open Space at Commerce Road Update.

VI.     New Business

Request by Newtown Bridle Lands.  Mr. Sibley discussed Shelby McChord’s request to clear a three foot wide trail for a bridle path off Poverty Hollow Road.  Mr. Sibley stated he had no concerns.  Commissioners will visit the area.

There was also a request to plant some trees on Erin Lane.  Commissioner Hovious will visit the neighborhood.

Communications – Mr. Hovious discussed a letter received by Chris Murphy regarding the conservation easement tax incentive.
 
Commissioner Barkman motioned to adjourn the meeting at 8:30 p.m.  Seconded by Commissioner Wright.  Motion carried unanimously.
